Kansas Law Enforcement Training Center/TELENET 2
Training Series


All TELENET 2 video conference KLETC presentations are offered simultaneously at multiple sites and are free. Each two-hour session is offered twice: the first session begins at 1:00 p.m. and is repeated in a second session in the evening of the same day at 7:10 p.m.

Registration
All sessions are FREE; however, registration is required in order to make arrangements to open sites and supply the correct number of handouts. Please fill out a KLETC registration sheet (new window will open) and mail or fax it to KLETC or call KLETC at 316-694-1410 to register.

Program Descriptions:

Junvenile Interviewing Techniques — January 2
A review of general interview techniques involving juvenile victims, witnesses, and suspects.

Railroad Police Agencies, Their Jurisdiction and Authority — February 6
An overview of the railroad police agency. Materials covered include: history, jurisdiction, and authority of railroad police and interaction with local law enforcement.

Building Partnerships: Resources for Law Enforcement — March 5
An overview of the Kansas Department of Transportation, their mission and the resources they have available for local law enforcement throughout Kansas.

Pharmaceutical Diversion — April 2
This course will provide the student with a national overview of the abuse of prescription drugs (DAWN and NSDUH studies), an understanding of the Controlled Substance Act as it applies to prescription controlled substances and a description of prescription drug crimes and their victims. For officers, suggestions will be provided for the targeting, investigating and reporting of these offenses. Actual case examples will be used throughout the program. Each student will be given a packet containing resource materials on the diversion of prescription drugs that may be useful to their departments and communities.

Project Safe Neighborhoods — May 7
Project Safe Neighborhoods (PSN), a nationwide commitment to reducing gun crime, links existing local programs together and provides them with necessary tools. PSN 1) takes a hard line against gun criminals, using every available means to create safer neighborhoods; 2) seeks to achieve heightened coordination among federal, state, and local law enforcement; and 3) emphasizes tactical intelligence gathering, more aggressive prosecutions, and enhanced accountability through performance measures. The United States Attorney in each federal judicial district leads the effort.

Sudden Unexplained Infant Death Investigation: Guidelines for the Scene Investigator — June 4
A systematic training program for the Professional Infant Death Investigation Specialist. Developed by the Centers for Disease Control and Prevention as a guide to recommended practices to assist the investigation of infant deaths and the reporting of scene data.

Legislative Update — August 6
A review of current legislative actions of significance to Kansas law enforcement.

Communications on Wheels "COW" System Overview — September 3
An overview of the Kansas Department of Transportation's "Communication on Wheels" system available to Kansas law enforcement system capabilities, agency requests, deployment, radio frequency interoperability, and scene management will be discussed.

Asset Forfeiture in Kansas — October 1
This class discusses the seizure and forfeiture to law enforcement agencies property such as currency, cars, houses and businesses that have been used or gained through violations of state and federal law. The topics of public policy, law enforcement authority and forfeiture investigative techniques are examined. An overview of the Kansas Drug Tax Act is reviewed allowing participants to better understand the differences between the KDTA and forfeiture law.

Law Enforcement Role in Addressing Financial Elder Abuse — November 5
Law Enforcement's Role in Addressing Financial Abuse of Elders is a course structured to provide basic guidance to law enforcement officers in investigating financial abuse of elder adults. The course will begin with indicators of financial abuse and how those come to the attention of law enforcement. A discussion of how to determine if the indicators are valid signs of financial abuse will be undertaken, and methods of systematically investigating those indicators will be provided. The indicators discussed will include theft via bank accounts and credit cards, as well as changes in ownership of assets and how they take place. The course will talk about barriers law enforcement officers face in dealing with uncooperative victims, and tools that can be used to gain as much cooperation as possible. Finally, the course will focus on writing investigative reports that describe the crime, including tips on developing loss summaries and time lines to illustrate the offenses.

Criminal Investigations Unit — December 3
A review of the Kansas Department of Revenue, Criminal Investigations Unit, their authority, mission and interactions with local law enforcement throughout Kansas.
